Chuck Todd Questions Constitutionality of Student Loan Executive Action

On President Barack Obama was announced his executive memorandum that will allow approximately 5 million people to cap their student loan payments at 10 percent of their income.

Education Secretary Arne Duncan was briefing reporters on the plan at the White House’s daily press briefing, where NBC’s chief White House corespondent Chuck Todd questioned Duncan on the constitutionally of the executive action.
