A series of banners hung throughout the Mexican border city of Reynosa have raised the eyebrows of many residents, and apparently point to a Gulf Cartel commander assuming control of a local crime factions.

The man known as “Comandante Toro,” who runs the Los Metros faction of the Gulf Cartel in Reynosa, has managed to evade a series of recent moves by authorities to capture him. Authorities had captured him in March, however as Breitbart Texas had previously reported, he had managed to negotiate and bribe his way out.

Mexican authorities formally charged two suspected members of the Gulf Cartel with kidnapping 47 people and holding them prisoner in two stash houses in the border city of Reynosa.

A year after the Mexican government kicked off their new security strategy for Tamaulipas, the border area, as well as the southern part of the state, remain trapped in a downward spiral of violence.

The community remains tense in the city and the violence does not stop in spite of the various operations by government task forces that were recently intensified when the various factions of the Gulf cartel went to war.

One of the fights that may bring more violence has to do with the apparent betrayal by one of the commanders who is believed to have tipped off authorities on another commander. REYNOSA, Tamaulipas – The non-stop cartel violence in this border city has led to death squads scouring the area looking for their targets. Their victims will likely face a slow and torturous death or if they are lucky a quick execution in front of their families.

While in other parts of the world groups of cartel members kidnapping and executing individuals would be a major story, on the border cities of Reynosa and Matamoros the practice of the “levanton” or the quick grab has become a daily occurrence that is never reported on the local news outlets

The nightmare took place earlier last month, on a late Sunday night in the residential neighborhood called Jardines Del Pedregal or Stony Gardens. At night the streets in this city are deserted since the violence ended any resemblance of a night life years ago. The silence of what had been a quiet night ended when an all too familiar scene took place.

REYNOSA, Tamaulipas – A shootout between cartel gunmen and Mexican authorities caused panic and terror near the Texas border. The shootout began when federal police tried to stop a vehicle near 20th street which then fled and ended up crashing into an unsuspecting motorist. Federal police officers guarded the crashed vehicle and set up a search for the drivers. The pursuit ended with a civilian injured in the crash and two gunmen in custody.

As the Gulf Cartel continues their almost month long internal war that has turned various Mexican cities into warzones, a series of gruesome executions and mutilations appear to point to a major shift in tactics. Where open gunfights were the norm, now the targeting of individual enemies and gruesome mutilations are occurring. The intent appears to be an effort to strike terror into anyone who works against cartel faction.

Mexico’s security strategy has led to insecurity as common crime has spiked sharply in the border city of Reynosa.

A bipartisan delegation of the Senate Homeland Security and Governmental Affairs Committee (HSGAC) was at Anzalduras Park on the Rio Grande border on Saturday. Breitbart Texas was there when Chairman Ron Johnson (R-WI), ranking member Tom Carper (D-DE), and committee member Ben Sasse (R-NE), finished their Rio Grande tour of the war-torn region near Reynosa and Matamoros.

Two Gulf Cartel gunmen died in a shootout with the Mexican military in Reynosa, a border city in the northern party of Tamaulipas, Mexico, directly across the border from Hidalgo, Texas.
